More<\/span> <span style=\"font-weight: 400;\">specifically, I investigate how technological trends impact the demand for labour in<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">eripheral countries. The relevance of analysing labour relations in undeveloped countries is that these countries do not own the dominant technologies and do not have as advanced industries as developed countries.<\/span><\/p>\n<\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-2 fusion_builder_column_1_1 1_1 fusion-flex-column\" style=\"--awb-bg-size:cover;--awb-width-large:100%;--awb-margin-top-large:0px;--awb-spacing-right-large:1.92%;--awb-margin-bottom-large:20px;--awb-spacing-left-large:1.92%;--awb-width-medium:100%;--awb-order-medium:0;--awb-spacing-right-medium:1.92%;--awb-spacing-left-medium:1.92%;--awb-width-small:100%;--awb-order-small:0;--awb-spacing-right-small:1.92%;--awb-spacing-left-small:1.92%;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-justify-content-flex-start fusion-content-layout-column\"><div class=\"fusion-text fusion-text-2\"><p><span style=\"font-weight: 400;\">Therefore, the wages of workers in peripheral countries are<\/span> <span style=\"font-weight: 400;\">flattened internationally, due to the historical exploitation of knowledge suffered and the<\/span> <span style=\"font-weight: 400;\">dependence (monetary, technological, etc.) on developed countries.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So, my project fully aligns with Pope Francis&#8217; call to Re-Soul the Economy in order to<\/span> <span style=\"font-weight: 400;\">combat the &#8220;love of money&#8221; and to give voice to those historically excluded from the<\/span> <span style=\"font-weight: 400;\">hegemonic economy. Like Pope Francis, I am Latin American and my concern in life has<\/span> <span style=\"font-weight: 400;\">always been related to the well-being of people who &#8220;walk on the same ground as I do&#8221;.<\/span> <span style=\"font-weight: 400;\">Therefore, what motivates me is the sense of economic justice, that is, thinking and putting<\/span> <span style=\"font-weight: 400;\">into practice ideas that empower people historically placed as secondary to the dominant<\/span> <span style=\"font-weight: 400;\">economy.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The scope of the research is on skill inequalities within the labor market of peripheral<\/span> <span style=\"font-weight: 400;\">countries. It seeks to give voice to countries excluded from the dynamics of capital<\/span> <span style=\"font-weight: 400;\">concentration in the \u201cknowledge economy\u201d (BELL, 1979). My concern is that the knowledge<\/span> <span style=\"font-weight: 400;\">economy further accelerates the concentration of power in central countries, as this new<\/span> <span style=\"font-weight: 400;\">model of economic system puts data and technology at the forefront.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the globalized world, knowledge is gaining prominence over other factors of<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">roduction (land, labour and capital) (GUILE, 2008). The knowledge economy brings with it<\/span> <span style=\"font-weight: 400;\">the problematization of the increased concentration of capital power, evident in the formation<\/span> <span style=\"font-weight: 400;\">of intellectual monopolies (RIKAP, 2021). As a result, countries that own the technologies<\/span> <span style=\"font-weight: 400;\">are the ones that control capital flows. Knowledge is increasingly monopolized in the hands<\/span> <span style=\"font-weight: 400;\">of a few companies, which are located in a few developed and industrialized countries.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This trend reinforces the strategies of large companies to seek low labor in developing<\/span> <span style=\"font-weight: 400;\">or undeveloped countries that started in the 1990s. With the knowledge economy, data are the<\/span> <span style=\"font-weight: 400;\">most precious assets and are increasingly concentrated in data centers or in the form of<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">roperty rights of large companies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the developed industrialized world, there is a general trend of increasing the search<\/span> <span style=\"font-weight: 400;\">for knowledge and qualifications (PEREZ, 2010), whose experiences of educational<\/span> <span style=\"font-weight: 400;\">upgrading and qualification requirements are correlated with advances in technology.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, in some undeveloped countries, such as Brazil, &#8220;educational upgrading<\/span> <span style=\"font-weight: 400;\">indicates an increase in the incompatibility between education and occupation&#8221;<\/span> <span style=\"font-weight: 400;\">(MACHADO; OLIVEIRA; CARVALHO, 2003, p.8). That is, as the degrees of schooling<\/span> <span style=\"font-weight: 400;\">increase, the compatibility between knowledge accumulation and tasks performed is reduced.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This information made me reflect a lot. One of the questions I want to answer in my<\/span> <span style=\"font-weight: 400;\">research is: will the new 4.0 technologies further accelerate vulnerability and the mismatch<\/span><span style=\"font-weight: 400;\"> b<\/span><span style=\"font-weight: 400;\">etween skills and occupation in the labor market in peripheral countries? Can digitization<\/span> <span style=\"font-weight: 400;\">using green technologies in companies in peripheral countries regress (or even reverse) the<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">ossible acceleration of the mismatch between skills and occupations in these countries?<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the factors that differentiates developed from non-developed countries in the<\/span> <span style=\"font-weight: 400;\">trends of educational upgrading and increase in the talent pool is the technological intensity<\/span> <span style=\"font-weight: 400;\">applied by industries. Industrialized developed countries have a large physical, capital and<\/span> <span style=\"font-weight: 400;\">human resource infrastructure. The capital stock is related to the increased technological<\/span> <span style=\"font-weight: 400;\">intensity of firms, demanding for more qualified professionals. However, some undeveloped<\/span> <span style=\"font-weight: 400;\">countries pollute much less and are much more environmentally friendly in their energy<\/span> <span style=\"font-weight: 400;\">mixes. If these countries know how to digitize their &#8220;green assets&#8221;, they can increase<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">roductivity and create better quality jobs.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<\/div><div class=\"fusion-separator fusion-full-width-sep\" style=\"align-self: center;margin-left: auto;margin-right: auto;flex-grow:1;margin-bottom:10px;width:100%;\"><div class=\"fusion-separator-border sep-single sep-solid\" style=\"--awb-height:20px;--awb-amount:20px;--awb-sep-color:#22325e;border-color:#22325e;border-top-width:2px;\"><\/div><\/div><div class=\"fusion-text fusion-text-3\" style=\"--awb-font-size:20px;--awb-line-height:1;--awb-letter-spacing:0px;--awb-text-font-family:&quot;Antic&quot;;--awb-text-font-style:normal;--awb-text-font-weight:400;\"><h3 style=\"text-align: center;\"><strong><span style=\"color: #003366;\"><em>&#8220;One of the questions I want to answer in my research is: will the new 4.0 technologies further accelerate vulnerability and the mismatch between skills and occupation in the labor market in peripheral countries? The underutilization of skilled labour in undeveloped<\/span> <span style=\"font-weight: 400;\">countries is a consequence of the heterogeneous distribution of wealth in the globalization of<\/span> <span style=\"font-weight: 400;\">the economy. There is a reconcentration of the best jobs in rich countries, while the industrial<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">eripheralization that took place after World War II is weakened. Thus, peripheral countries<\/span> <span style=\"font-weight: 400;\">suffer from high unemployment rates, a decreasing share of salaried employment and an<\/span> <span style=\"font-weight: 400;\">increase in precarious jobs (POCHMANN, 2004).<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Undeveloped countries suffer from a double extraction of labor by large companies<\/span> <span style=\"font-weight: 400;\">from developed countries: i) low-skilled manual and routine knowledge; ii) high-skilled<\/span> <span style=\"font-weight: 400;\">knowledge concentrated in Universities, mainly from Brazil, India, South Africa and<\/span> <span style=\"font-weight: 400;\">Argentina (RIKAP, 2021). In this way, possibilities for using local knowledge for the<\/span> <span style=\"font-weight: 400;\">development of undeveloped countries are being undermined.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The demand for simple and routine knowledge from rich countries to peripheral<\/span> <span style=\"font-weight: 400;\">countries subjugates peripheral national macroeconomic policies, creating a barrier to<\/span> <span style=\"font-weight: 400;\">industrial development in non-developed countries (POCHMANN, 2015).<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The extraction of qualified labor from non-developed countries by large companies<\/span> <span style=\"font-weight: 400;\">located in developed countries is also worth mentioning. The attraction of qualified labor to<\/span> <span style=\"font-weight: 400;\">integrate the pool of talent in rich countries is an obvious phenomenon, an example of which<\/span> <span style=\"font-weight: 400;\">are the strategies of the United States and the United Kingdom.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The United States has a drop in the number of completions of higher education<\/span> <span style=\"font-weight: 400;\">courses by nationals, as shown by McKinsey research (2023). The growth of enrollments by<\/span> <span style=\"font-weight: 400;\">nationals is reducing, which is why the survey warns that universities should review the<\/span> <span style=\"font-weight: 400;\">reasons for the benefits of obtaining a higher education degree, in addition to looking at<\/span> <span style=\"font-weight: 400;\">issues of inequalities between social classes. What the study concludes is that the perception<\/span> <span style=\"font-weight: 400;\">of costs, of debts with loans, to obtain a degree in the United States weighs more than<\/span> <span style=\"font-weight: 400;\">actually acquiring knowledge. However, the labor market in the country continues to value<\/span> <span style=\"font-weight: 400;\">those with a higher education degree, as the US invests massively in technology and<\/span> <span style=\"font-weight: 400;\">innovation, given that 86% of new job openings projected to be created by 2030 require a<\/span> <span style=\"font-weight: 400;\">high degree of scientific knowledge and technology, such as cybersecurity posts. Therefore,<\/span> <span style=\"font-weight: 400;\">companies in the United States seek to attract talent from abroad to compose their pool of<\/span> <span style=\"font-weight: 400;\">scientific and technological knowledge, aiming to overcome the challenges of university<\/span> <span style=\"font-weight: 400;\">dropouts in the country.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to \u201cThe Migration Observatory\u201d of the University of Oxford (2022), the<\/span> <span style=\"font-weight: 400;\">United Kingdom has also increased its talent pool with foreign labor. Even with the argument<\/span> <span style=\"font-weight: 400;\">of Brexit (2020) to contain migration, what is observed is a change in the profile of migrants<\/span> <span style=\"font-weight: 400;\">in the country and not a decrease in volume. The immigrants who arrived in the United<\/span> <span style=\"font-weight: 400;\">Kingdom in recent years change the profile of the labor force exercised by migration in the<\/span> <span style=\"font-weight: 400;\">country. Before, immigrants were mostly of European origin, with low qualifications, from<\/span><span style=\"font-weight: 400;\"> p<\/span><span style=\"font-weight: 400;\">oorer countries on the European continent, who went to work in the countryside or in<\/span> <span style=\"font-weight: 400;\">smaller cities. Currently, there is a greater influx of immigrants with a high level of income<\/span> <span style=\"font-weight: 400;\">and high qualification, coming from countries like Nigeria, India, Pakistan and Bangladesh,<\/span> <span style=\"font-weight: 400;\">who stay in the big cities and oxygenate the knowledge economy.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thus, the labor market in peripheral countries is a reflection of several factors.
